FourFront Environmental Consulting will manage all aspects of the project identified in the scope of work which includes ensuring deliverables are completed by deadlines, keeping the client involved in the progression of the project, and soliciting feedback when needed. The client is updated regularly, and should a situation arise which could negatively impact the project, the client is provided on most appropriate actions to take to get the project back on track. The project is the client's, and FFEC is there to help complete the project on schedule and within budget, while providing the assurance the project will be completed smoothly.

A. Yes, you must complete an Environmental Site Assessment and Corrective Action Plan (CAP) regardless of whether you are closing the landfill immediately or in a year. All landfills considered operational after 2015 require an Environmental Site Assessment and Corrective Action Plan by the Ministry of Environment. The Environmental Site Assessment identifies potential impacts associated with landfilling, and the Corrective Action Plan outlines steps which will be taken to mitigate or remediate the associated environmental impact/s along with an estimated timeline. A Decommissioning and Reclamation Plan is required however, depending on when the site will be closed, the D&R Plan can be included in the CAP. The D&R Plan outlines the physical work that will be undertaken to complete the decommissioning and reclamation and will include conceptual design drawings of the final cover.

A. Closing the landfill and ceasing final disposal depends on many factors such as the historical footprint, the remaining space in the active cell, and level of landfill contamination. The landfill and in particular, historical cells, must be delineated identifying the boundary of historical cells as they will require a final cover which must meet industry standards. A final cover will overlay the historical cell/s and will be mounded, and sloped to facility runoff, and prevent run-on, therefore the final cover will be built up but either using waste and interim fill or fill alone. As this is not a simple answer, it’s best to contact FFEC and they can explain the process and how best to proceed.

A. Yes, annual monitoring is required by the Ministry of Environment. However, after sufficient data is collected and provided in an annual report after a few years of which good data identifies either no impacts or negligible impacts, FFEC can make a request to the ministry to either reduce the monitoring requirements or frequency. The ministry granting approval will be dependent on the quality of data, and if number of monitoring events supports statistical certainty than the ministry may amend the monitoring program can include reduced monitoring parameters, or monitoring frequency. Annual monitoring of groundwater, surface water, and leachate is a tool to assess the environmental impacts associated with historic landfilling. It is important to establish baseline data from annual monitoring, as this will measure the level of contamination and provide a mechanism for future planning should additional mitigative measures be required.

Yes, we have and will continue to attend council meetings as we find this a great opportunity for our clients and potential clients to not only meet us in person, but to get to know a bit about us. We can explain what it is we do, and how we can help and answer any questions they may have. We have also represented our clients with the regulator when asked as there can be times where our clients are unsure of what to ask or even what is expected of them, and if we can make things easier for our clients with the regulator, we’re more than happy to help out.
